Organisation
Who runs the Sabai, how they are appointed, and the rules they are bound by. The Executive Committee is elected by the members at the Annual General Meeting and serves a two-year term.
The Executive Committee
Supreme authority rests with the Annual General Meeting, and subject to it the Sabai is governed by an elected Executive Committee of volunteers, accountable to its members and to the Commissioner of Charities. The financial year runs from 1 January to 31 December, the accounts are audited by two internal auditors elected by the members, and annual reports and financial statements are filed publicly.

Internal auditors
Two voting members who do not sit on the Executive Committee are elected as Hon. Internal Auditors. They audit the Sabai's accounts at least once every six months and report their findings to the committee. Rule 23.6 limits them to a single term.

Sub-committees
Rule 18.1(d) allows the Executive Committee to appoint sub-committees and delegate its powers to them. The President and Hon. General Secretary sit on every one ex officio, and each dissolves when the committee that appointed it leaves office.
Family Assistance Programme
Runs the Sabai's largest welfare commitment — the delivery of provisions and support to families in need. A separate review committee has been formed to widen it beyond groceries to mobility aids, home furniture and children's education.
Review Committee
Formed by resolution of the 55th Annual General Meeting to conduct a full review of the Sabai's rules, structure, organisation and activities, and to report back to the members.
Mission, vision and values
Working through the Sabai's statement of purpose, with professionals and experienced social workers invited to advise.
Joint Engagement Team
Volunteers fielded at Thaipusam at the request of the Hindu Endowments Board, standing between the board and the public so the procession runs smoothly.
The register
The Sabai does not publish its members' names. Under Rule 33.1 any member may inspect the books and register on giving seven days' written notice to the Hon. General Secretary. The composition of the membership is reported to the Annual General Meeting each year and is set out below.

The Rules and Bye-laws
The Sabai's constitution: forty rules covering its objects, membership, the Annual General Meeting, the powers and duties of officers, the welfare fund, and the conditions under which the constitution itself may be amended. It is the instrument every application form and every committee decision is measured against.
